About the role

Balfour Beatty has an exciting opportunity for a Street Works Officer to join our Living Places business unit to work in Southampton.

Role Purpose:

  • To ensure the effective coordination and management of all activities on the highway, in accordance with; The New Roads & Street Works Act 1991, The Highways Act, and The Traffic Management Act 2004;
  • To draft and produce contract specific performance reports and analysis.

What you'll be doing

As a Street Works Officer you will:

  • Have a good working knowledge and ensure compliance with the New Roads & Street Works Act, Traffic Management Act and Highways Act. To work collaboratively in providing professional advice and guidance for the wider contract team;
  • Have a good working knowledge and clear understanding of the importance of managing the network effectively. Proactively manage and coordinate works, events and activities on the highway. Be responsible for the monitoring and responding to works promoter permits ensuring compliance with the Southampton Roadworks Permit Scheme. Identify and resolve in non compliance and performance issues;
  • Liaise with customers, local authorities and utilities to ensure positive relations are maintained and their observations and comments are taken into account to the benefit of the contract. Ensure contractual KPIs for customer responses are achieved. Updating information on public facing systems ensuring precise and clear information for customers;
  • Develop and produce contract specific; Contract Performance, Management Information and Performance Indicator Reports and Analysis. Support the roll out of the Integrated Annual Plan in support of the Design / Programme teams. Ensure processes for permit and licence applications, invoices, and streetworks charges are followed and updated to ensure income and cost recovery is maximised aligning to HSP objectives and contract turnover targets. Update and maintain the National Street Gazetteer (NSG) to ensure we comply with statutory requirements for Southampton City Council;
  • Be able to demonstrate proficiency in Word, Excel, other MS applications, Street Manager, Confirm, NSG and One-Network;
  • Have the ability to prioritise workload to ensure compliance with legal requirements in response to permit applications are met. To achieve relevant contract and client KPIs for Weekly/Monthly reporting to senior management team;
  • Be able to communicate efficiently, effectively and clearly with a range of different stakeholders, Senior members of staff, Elected Members and MPs;
  • Have a good knowledge and understanding of the relevant Health & Safety requirements. Ensuring compliance with BB Group processes and procedures;
  • Undertake personal training and development as required in order to build own skill, knowledge and competence. To act as mentor for new team members as and when required.

Who we're looking for

Personal Qualities and Experience:

  • Proven experience in a Network Management environment;
  • A working knowledge of Permit Schemes for road & street works;
  • Experience of successfully working to targets and tight deadlines;
  • PC Literate with knowledge of MS applications e.g. Word, Excel;
  • Working knowledge of Street Works management systems e.g Street Manager, Confirm, NSG and one.networks);
  • Commercial & Financial Awareness Educated to GCSE standard;
  • NRSWA street works Accreditation;
  • Lantra 12D T7;
  • Full driving licence.
