About the role

Balfour Beatty has an exciting opportunity for a COMMERCIAL MANAGER to join our SB3 team to in Coleshill, Birmingham.

SB3 is a joint venture between Balfour Beatty Ground Engineering and Bachy Soletanche, to deliver the deep foundations and the ground improvement work on the Northern Section of HS2. The value of these works is estimated at 550 million.

Role Purpose:

  • The project commercial manager is a key member of the SB3 JV leadership team, contributing to project strategy, key decisions and forming important relationships with the client team;
  • The role includes leadership and accountability for the commercial, finance and procurement functions, and for developing a collaborative and productive relationship with the client team;
  • Commercial managers are experienced individuals with a broad knowledge base including anything from risk management to procurement, financial reporting and managing the supply chain. They will have proven skills in commercial awareness, client liaison, project management and team leadership;
  • They will also have an extensive understanding of the construction industry, be flexible and have a talent for negotiation. The SB3 Commercial Manager will have an expert knowledge and understanding of the NEC Form of Contract;
  • Typically, they will have a track record of managing and developing a commercial team and be themselves a Chartered Member of the RICS, ICES or CIOB, and a mentor/role model to other commercial staff on their journey to becoming professionally qualified.

What you'll be doing

As a Commercial Manager you will:

  • Develop a commercial strategy and implement commercial systems, disciplines & structures to develop it;
  • Undertake tasks allocated by the JV Agreement and JV Board;
  • Advise the SB3 JV team on contractual & commercial issues.
Business and Customer Awareness:
  • An ability to see bigger picture;
  • Takes initiative to respond to customer requirements;
  • Take a flexible and client focused approach to the project, assessing what is best for the project, and making proposals accordingly.
Cost Engineering:
  • Manages the production of cost schedules as required by the contract;
  • Understands how economic factors affect the construction industry and potential impact on SB3;
  • Manages commercial input to Value Engineering reviews for the various structures and techniques;
  • Manages the feedback of commercial data and disseminates data to relevant parties;
  • Manage cash flow & cost control;
  • Maximises digital opportunities.
  • To co-ordinate the commercial team to ensure programme issues are identified and actioned;
  • To manage the preparation and review of Earned Value Management;

Project Management:

  • Manage corporate governance requirements, including participation in audits and the implementation and maintenance of insurance policies;
  • Manage the preparation of, and critically review, the monthly CVR and associated commercial reports;
  • To report and explain the commercial progress to senior SB3 staff & JV Board;
  • To manage the feedback of commercial data;
  • Manages commercial aspects with Customer and stakeholders, including resolution of potential disputes.
  • Establish client supply chain requirements & advise on alternative forms of contract & procurement arrangements;
  • Formulation of management plans for resource procurement.
Commercial Management:
  • Ensure that contractual notifications and contract administration are provided as required by the contract;
  • Awareness of disputes resolution including options, structure as well as knowledge of the SCL Protocol;
  • Application of legislation and ability to liaise with legal experts;
  • Identify valid compensation event claims and provide support to secure them;
  • Representation of the financial and contractual interests to BBV/HS2 in progress meetings or the like;
  • Co-ordination of buying, accounts, production control/planning, supply chain management & procurement techniques, estimating & surveying functions.

Who we're looking for

Personal Qualities and Experience:

The following qualifications are essential:
  • BSc or MSc in Quantity Surveying or experience equivalent;
  • Membership of RICS, ICES or CIOB.
